I respectfully submit that the Ordinances which I transmitted in my recent Despatches 110, 111 and 112 of the 28th ultims are better calculated to give effect to the wishes of Her Majesty's Government than any previous Legislation; but at the same time it must be remembered that in framing the "Coast and Harbor Ordinance" (S.6 of 1866), I counted on being able to visit rapidly the vicinity of the Harbour and the different outstations to enforce the Regulations which, in discharge of the obligations imposed on Her as a civilized state...
